PSA: Romsmania files contain Trojans

I figure anyone who’s here already probably knows this, but I wanted to post this here in case anyone who is new to the rom scene was searching for references to this site.
“Is Romsmania safe?” NO.
The first red flag is that all of their rom files are “.exe” files, which is incorrect and not compatible with emulators to my knowledge. The second red flag is that when you go to the setup wizard, there’s a whole bunch of ads before getting to the actual setup, which is... odd. Luckily I stopped the download process before it completed, but by then the damage had been done.
The exe contained a program called “Segurazo”, or “SAntivirus” as the files were called. Honestly if it hadn’t popped up in my task manager as “A n t i V i r u s S o f t w a r e” I probably wouldn’t have thought twice about it. It claims to be an Antivirus and often skirts by most real virus detectors. In actuality it does a whole lot of nothing and pressures you into buying its full version and it won’t let you delete the program, claiming you need administrator permission even if you yourself are the administrator. I’ve heard everything from it being a simple PUP to it resulting in blue screening.
In short, I suggest you stay away. It’s a shame too, because it’s often on the front page of google when searching for roms and will trick idiot newbies like me.

Virus/Malware or innocent program?

Was playing with overclocking my GPU and the MSI site wasn't giving me the option to DL MSIKombustor and the next link I gave a shot after reviewing for a bit and felt it was safe enough to give a shot (Yes I know Im an idiot but there were reviews and everything was seemingly verified)
I have deleted and unistalled everything and emptied recycle bin with nothing else seeming sus except for this program that was "last modified" around the time I initially downloaded the bad file. it won't allow me to remove w/o admin permissions although I am the only useadmin on this PC so is it Windows Sys thats preventing me or some sort of virus I fucked up with?
Its called " SAntivirusLC by digital communications" I googled it and have seen there are possible trojan programs that have came in under this use but it won't let me remove so I don't know my next steps.
I have ran windows defender under full and ccleaner a couple times each and they both say nothing is wrong or sus. Anythoughts?
SOLVED: After going through ALL the program files I found a uninstaller hidden in one of them.

Santivirus not uninstalling

whenever I try to delete the polder for Santivirus it keeps on saying that I need permission from an administrator. I don't know what is happening. This is actually starting to scare me. I saw videos about doing something in safe mode but I'm not too sure about that.

BLACK SCREEN! !!*HELP*!! || Can I Use My Android Phone/My Phone's SD Card To Fix My PC?

I really-really-really need help right now! (This is quite a long read detailing my issue, please share this with anyone who might be able to help! Thank you in advance!)
I have a Nextbook Flexx 11, I bought a good month ago, Windows 10 with 2GB RAM, 64GB onboard storage, and a Intel®Atom™ processor, (costing above 200$+). One day I was low on storage, deleting unused files while checking my apps for anything I could delete, then I noticed something very fishy, in one of my latest installed apps, I see one "anti virus software", SAntivirus. I do not recall installing a software called "SAntivirus"!! I tried uninstalling the application, but it wouldn't let me, I started feeling uneasy, quickly I searched up a name, and it turns out it's some sort of Malware that infects my computer!
Starting to panic, I downloaded Malwarebytes to help me remove the application, it took me 3 scans and each scan had a different result.
====ONE==== Scan 1 Files Scanned: 300k+ Files Detected: 4 Files Quarantined: 3*
*This was very fishy for me, it detected 4 files but why did it only quarantined 3 files?
====TWO==== Scan 2 Files Scanned: 300k+ Files Detected: 12~ Files Quarantined: 12~*
*To make it clear, Scan 2 quarantined all the files that it detected.
====THREE==== Scan 3 Files Scanned: 300k+ Files Detected: 0 Files Quarantined: 0
After the scans I still felt very uneasy, filled up with paranoia I decided to check all my files at Programs(x86) and Programs finding and successfully deleting 1 leftover file by SAntivirus (and it was a pretty big one), from there, I submit to defeat, I told to myself, "OK that's it... I'm factory resetting this PC!"
==You Can Skip This Part, It Will Only Explain On What I Plan On Doing With This PC In A Work & Personal Related Manner== I'm a novice digital animation artist, with a passionate goal into making Digital Arts and Animation as my freelance career, writing short, novel like stories on the side. I've bought this potato cheap computer as a starting point, since everything outside the country is way more expensive, (50php per 1usd, which is like... how much a 1.5L Cola would cost here in my country), while everything locally made in the country is the main equivalent to shit, tho this 200$ 2-in-1 tablet PC is good enough to run Krita, Libre Office, and the basic free software that I can use to animate and make videos, and even play some good old DOS games. Mainly, to put it simple...

My fucking future career was supposed to start with this laptop, and my ignorance pretty much destroyed my dream.

Either way, I went in settings, searched "Reset this PC", I chose "Remove everything" and "Just remove my files" after about a couple of minutes the reset failed saying that "I do not have enough space" I looked for, and deleted every non-preinstalled programs that I could find, and tried again, and it worked! Sort of..
After my "PC prepared itself" it went to a black screen with the blue windows icon on it, under the icon is a number, "1%" with a sigh of relief I sat back and relaxed, it took a while, but I was starting to feel calm again, I made orange juice to celebrate, 3%... 12%... 24.... It took a while, until it reached 60%.
Suddenly, it said "Undoing Changes" almost spitting my orange juice, I thought to myself 'what the fuck?' I kept my eyes on the screen and waited, after what felt like 10 minutes, my screen went black, not suddenly, just a fast fade from seeing the icon to nothing at all, as if I turned the screen off, but the screen wasn't off, I knew it was on since I was in a dark room, the screen still has light on it. Starting to panic again I moved my mouse, my memory was blurry, but as of I can remember, the mouse did not respond, after a good 10 to 20 minutes I forcefully restarted my PC, by holding down the power button.
And when my PC opened again..
If shown the product name, "Nextbook" and nothing else, after showing the product name I'm greeted with nothing but a blank screen, not even the windows icon showed up, just pure black, I moved my mouse a little, and there it is! My cursor has a loading symbol on it, as if it's loading something, I started to panic once more, seeing my computer like this, that victory juice was a lie, is my passion and future career for arts really going to end? (Or at least get postponed until the next few years till' I'm able to convince my parents to buy me a new one or buy one myself once I do get a job.) Again, my mouse cursor had a loading icon next to it, like that little timer glass that I forgot the name off, not the blue swirly thing, it was definitely loading something, 3 hours passed and nothing happened, it was getting very late and I started feeling hopeless, I searched up for everything I could do, pressing CTRL+ALT+DEL does nothing, it won't boot on safe mode, CTRL+SHIFT+ESC does nothing, the only notable thing I could do is that pressing SHIFT 5 times brings up the sticky key screen, and that holding the power button for 5 seconds makes the screen flash white for a bit.
Feeling devastated, depressed, and utterly bamboozled by the Asian marketplace I bought this laptop from, I have nowhere else to go.
I need your help. And here are the things I can and can't do:
=THlNGS I CAN'T DO=
•I don't have access to any local repair shops, they're all closed, not that minors would be allowed to go outside anyways.
•The local Microsoft telephone hotline is down, including the telephone number for Nextbook.
•I have a 1 year warranty that I'm questioning if it's even valid, because 1, I bought this online in an Asian selling website that claims to be an official Nextbook website (dunno if it's true or not but they are tagged with the "verified" tag) and because 2, I'm not sure if my reason is valid, and either way as said, their telephone hotline is down.
•my parents can't find out about this, I doubt they'll buy me anything after they find out about this, nor would they even get it repaired.
=THINGS I CAN DO= •I have an Android Phone, LENOVO K10 Android 6.0 (not rooted)
•I have a 128GB Micro SD Card, and my PC supports Micro SD Cards.

So my main question is this... How can I fix my computer's software? The hardware is pretty much brand new, it's the software that is the problem, I have an Android phone and I will happily use my SD card as a way to revive my computer even if it would break the SD card itself, and since I planned on factory resetting my PC anyways, I don't really care about my data. I just don't know how, don't know what to do. I can't buy a new one, since I wouldn't be able to afford 200$ either way, and it would take forever to get art commissions from someone. What are my plausible solutions?

How do I remove still existing files from "Segurazo/SAntivirus" Virus?

Is SYSTEM, LOCAL SERVICE, NETWORK SERVICE a user I need?(They pop up in the task manager running a lot of files) Details I have an ELAIO18501E-PK Windows 10, 1909 version and 18363.836 OS Build and got a virus through a download(Segurazo/SAntivirus). I was able to install IObit uninstaller and now the program is gone. Managed to take down some of the .exe children through safe mode and regedit but I don't even know if the other users on the computer are safe, when not using the computer I disconnect it from the wall. I'm currently just watching the Task Manager if there's any weird user names I took most of my regedit steps through here https://geeksadvice.com/remove-segurazo-antivirus/
